Third Party Monitoring (TPM) for FCDO Human Capital Development Portfolio

Human Development Evaluation Learning and Verification Service (DELVe); 2020 – 2027
Preston Associates in a consortium with Ecorys UK and Itad Limited was awarded a 7-year contract (2020 – 2027) by FCDO (formerly DFID) Nigeria to provide evaluation, learning and verification services for the Human Development Portfolio in Nigeria. The FCDO HCD portfolio comprises of Lafiya, a flagship health programme worth £235m; The Support to National Malaria Programme (SuNMAP2) worth £50m and Partnership for Learning for All in Nigeria (PLANE) worth £170m. The programmes are operational across Lagos, Kano, Kaduna, Jigawa, Katsina, Yobe and Borno States and the FCT. The contract objectives are to provide FCDO-N with rigorous and independent evidence for decision making; to generate high-quality formative evaluation products with the findings and recommendations used to facilitate learning and improvement of the suite programmes; to independently verify reported results, and to provide independent ad hoc advice related to measurement and monitoring to FCDO Advisers to support quality assurance of the monitoring systems proposed and implemented by the suppliers of the three programmes.
