Organizational, Leadership, and Managerial Capacity Strengthening for State Primary Health Care Development Boards and Agencies (SPHCDB/As) and Local Government (LG) Health Departments in Northern Nigeria

The Bill & Melinda Gates Foundation (BMGF) funded project was conducted in the FCT, Kano, Sokoto & Lagos States from October 2015 to June 2017. The project assessed the organizational and management capacity required for managing the Primary Health Care Under One Roof (PHCUOR) initiative and Primary Health Care (PHC) service delivery respectively. The assessment evaluated the organizational structure, function, and human resource capacity of State Primary Health Care Boards and Agencies (SPHCDB/As), Zonal Primary Health Care Coordinating Departments, and Local Government Area (LGA) Health Departments in the preselected states.
All approaches and tools for the assessment were adapted to the peculiarity of the state, but adequately systematic to allow for comparison across other states. The findings were aimed to inform the support given to states and to provide guidance for future managerial decision-making. An organizational capacity self-assessment PHCUOR Rapid Diagnostics Tools and PHCUOR knowledge-sharing platform (eHub) were developed to support the Agency’s management capacity.
