Human Development Evaluation, Learning, and Verification Service (DELVe)

The Foreign, Commonwealth & Development Office (FCDO) Nigeria has initiated three principal programmes in Human Development under the scope of DELVe. These programmes are designed to enhance education, health, and malaria prevention and treatment in Nigeria. The program is on PLANE (Partnership for Learning for All in Nigerian Education) which focused on Education and the objective is to improve learning outcomes and ensure inclusive and equitable quality education for all in Nigeria. These programmes were strategically grouped by FCDO Nigeria for independent evaluation, learning, and verification due to their complementary aims and the synergies that exist among them. Collectively, they work towards the overarching goal of improving human capital in Nigeria by addressing critical areas in health and education. The programmes are implemented in several key states across Nigeria, including Kano, Katsina, Lagos, Jigawa, Borno, Yobe, Kaduna. This program engaged in third-party monitoring to ensure impartiality and accuracy in evaluating the programmes’ effectiveness. The evaluation process employs a mix of qualitative and quantitative methods to ensure comprehensive and robust analysis. Key components include:

  • Mixed Methods: Utilizing both qualitative and quantitative data to gain a well-rounded understanding of programme impacts.
  • Data Verification: Ensuring the accuracy and reliability of collected data through rigorous verification processes.
  • Data Collection: Gathering data from various sources to support evaluation and learning efforts.

These measures were aimed at enhancing the effectiveness and sustainability of the human development programmes, ultimately contributing to improved health and education outcomes in Nigeria.
